【Consideration of adding foreign drivers to “specified skilled worker” for taxis, buses, and trucks】
Due to the shortage of taxi, bus, and truck drivers, the Ministry of Land, Infrastructure, Transport and Tourism plans to add “automobile transportation” to the “Specified Skilled Worker” status of residence that allows the acceptance of foreign workers within this fiscal year. I started considering it. By utilizing foreign workers, we aim to alleviate the labor shortage.
Due to the coronavirus pandemic, many taxi drivers, mainly elderly drivers, are retiring, and there is a noticeable shortage of taxis in tourist areas and rural areas. There is also a chronic shortage of truck drivers due to the increase in online sales. In April 2024, the upper limit on overtime hours will be regulated to 960 hours per year, creating the “2024 problem” that could disrupt logistics due to labor shortages.
As a result, industry groups have called for drivers to be added to the list of specified skills recognized in 12 fields, including construction and shipbuilding. The Ministry of Land, Infrastructure, Transport and Tourism is proceeding with discussions with the Immigration Services Agency, which has jurisdiction over the system.
However, in order to work as a driver in Japan, a Japanese driver’s license is required. Buses and taxis carrying passengers must obtain a “Class 2 License.” The exam is conducted only in Japanese, making it difficult for foreigners. Therefore, it is necessary to design systems such as special training and safety education for foreign drivers.

国土交通省は、タクシーやバス、トラックの運転手が不足していることから、外国人労働者の受け入れを認める在留資格「特定技能」の対象に「自動車運送業」を今年度内に追加する方向で検討に入った。外国人労働者を活用することで、人手不足の改善をめざす。
タクシー運転手はコロナ禍で高齢ドライバーを中心に退職する人が相次ぎ、観光地や地方ではタクシーがつかまらないなど不足が目立っている。トラック運転手も、インターネット通販の増加で慢性的に足りない状況だ。2024年4月には残業時間の上限が年間960時間に規制され、人手不足で物流が滞る恐れのある「2024年問題」も抱えている。
そのため業界団体からは、建設や造船など12分野に認められている特定技能の対象に、運転手を加えるよう求める声が出ていた。国交省は、制度を所管する出入国在留管理庁と協議を進めている。
ただ、日本で運転者として働くには日本の運転免許が必須だ。客を乗せるバスとタクシーは「第２種免許」を取得しなければならない。試験は日本語だけで行われ、外国人には敷居が高い。したがって外国人ドライバーを対象にした特別研修や安全教育など制度の設計が必要である。
